BAA DBE Certification Requirements

In order for disadvantaged firms, owned by minorities and women, to participate in the Birmingham Airport Authority’s DBE program, the business must apply for and receive certification as a DBE. To be certified, a DBE must be a small business owned and controlled by socially and economically disadvantaged individuals. The Authority obtains information regarding the firm through on-site visits, personal interviews, and examination of licenses, stock ownership, equipment, bonding capacity, and the type of nature of work to be performed. Information regarding the certification process and required documentation can be obtained from the Authority’s DBE Program office.

Participation Requirements

Participation as a Prime Bidder, Subcontractor, Vendor or Supplier may require a qualification by the CMR to bid and receive contract awards. The checklist for information required to complete the qualification application is as follows:

  • Federal ID and Duns Number (if applicable)
  • Business Type, Year Founded, and State of incorporation (if applicable)
  • Trades the company performs
  • Business Classification

Licenses

  • Alabama State Contractor’s License Number

Work Experience

  • How many people does your firm presently employ?
  • Has the company ever defaulted on completing a project?
  • Has the Company ever petitioned for bankruptcy, failed in a business endeavor, defaulted or been terminated on a contract?
  • Has the Company ever been disbarred or precluded from bidding public work?
  • Has any entity made a claim in a court of law, against the Company for failing to make payments to that or any other entity?
  • Number of contracts completed in the last five years
  • Largest contract company has completed – Name of project, Amount, Scope of Work

Financial Information

  • Revenue & Projects – Previous year and projected for this year
  • Backlog – Current & 12 months ago
  • Bank credit line – Credit Limit & % in use
  • Bonding Capacity – Aggregate & Per Project
  • Profitability of the last five years

Work Experience

  • Has your company worked for the Birmingham Airport Authority (BAA) or the Alabama Department of Transportation (ALDOT) in the past (provide details)
